Born in Buffalo, New York, Floss graduated with a BA degree in Economics and English from Oswego State and then went on to receive a MA and a Ph.D. in Economics from the University of Buffalo in 1986.
Floss is a Professor of Economics and Finance, as well as, the Co-Director of the Center for Economic Education at Buffalo State College where he has taught economics, finance and statistics for over twenty years.
He has published in numerous academic journals in the areas of forensic economics, public finance, economic education and international trade. Some recent publications include:

Floss has also been a Research Associate with the Center for Applied Research in Urban and Regional Development and the Center for the Development of Human Services at Buffalo State. As an Associate he lead the research group in Cost Benefit Analysis and has done extensive statistical and survey analysis for both centers.

Floss’ other projects include:
- A member of the Board of Directors of SUMMIT a school for children with autism and speech problems.
- A coordinator for KIDS VOTING a program to get students to go with their parents to vote on election day.
- Coordinator of the Buffalo State Stock Market Game run throughout New York State.
Floss lives with his wife Lauren and their two children, Danny and Jeff in Kenmore, New York.
